Grounds Team Charter
The Grounds Team is entrusted with the management all common trees, shrubs, groundcover, lawns, and planter elements, snow removal, and operation of the irrigation system for the community. It is impossible for the team to do this, however, without the input of all residents (homeowners and renters): to assist in regular maintenance and to communicate with the Team about pending issues, concerns, or requests for improvements.
In addition, the Team
Provides the Grounds Team Policy to new tenants and prospective homeowners.
Reviews written requests for changes or improvements to Resident Responsibility Area (RRA) and determines if the proposed changes or alterations are within community norms. The Team will reach a consensus decision for any submitted requests and provide written justification for the decision reached. If consensus cannot be reached or if a resident would like to appeal a decision, it may be taken to the HCCCA Steering Committee.
Supervises/coordinates community grounds cleanup on a quarterly basis, which includes the assignment of maintenance tasks.
Works with the ad-hoc Garden Committee to provide support and assistance with regards to provision and maintenance of topsoil, compost, irrigation, and other landscaping on the garden perimeter.
Definitions
HCCC Property: All areas within the boundaries of the community and outside the walls of your residence are the property of the community. However, some portions of this property are the expected responsibility of residents, and some are assumed responsibilities of the Team and community at large.
Grounds Responsibility Areas (GRA): All areas within the HCCC boundaries not under the responsibility of a resident (Resident Responsibility Area) are considered the responsibility of the community and the Grounds Team. A GRA may include:
• Snow removal or material storage areas
• Lawn care areas
• Community Garden
• Trees, planters, and vegetated spaces adjacent to the Common House
Resident Responsibility Area (RRA): An RRA is all is determined by boundaries in front and back defined to be: 1) the width of a ground floor unit where a unit either terminates or intersects a common wall of an adjoining unit and 2) starting with the end of the concrete patio or entrance (i.e. extension of the foundation) to the front and back to the easement border of property, which may include a sidewalk, pedway, HCCC property boundary, the Highline Canal, or garages. By this definition, owners and renters of upper units do not have RRAs.
