The responsibilities of the Steering Committee are listed below, organized into the following categories:
General responsibilities
Specific responsibilities
Certain general responsibilities of the Steering Committee are outlined in the proposed HCCCA governance model approved in late 2008, and are summarized here as a reference:
Provide overall management, coordination, and leadership to HCCCA
Facilitate community-based decisions on issues including but not limited to:
Protection of community assets
Community vision and governing philosophy
Approval of HCCCA annual budget and budget amendments over $2,000
Approval of team charters
Approval of long-term building / grounds maintenance plans
Approval of amendments to HCCCA CC&Rs and Bylaws
Authorize action on issues not requiring community-wide discussion and consensus, such as:
Compliance with HCCCA CC&Rs and Bylaws; also encourage compliance with federal and state laws, and municipal codes
Acting as legally accountable entity for HCCCA
Authorizing emergency allocations and actions, when beyond the scope of a chartered community team
Authorizing emergency allocations and actions that are within the scope of a chartered community team, after attempted communication, if the team is unable or unwilling to act, to protect and serve the interests of the community
Serving as a resource for community teams in the execution of their charters; empowering and supporting them
Authorize mid-range ($500-$2,000) amendments to HCCCA annual budgets
Leading the discussion of strategic planning
Facilitating conflict resolution at the lowest possible level (neighbor-to-neighbor, then community team, then Steering Committee)
Ensuring timely communication of reports and information to the community at large
Take action on matters brought to the committee
Assist in decision-making about the forum where matters are best resolved and whether community-wide discussion and consensus is appropriate
Decide upon and implement appropriate action for matters within the purview of the Steering Committee
Support community teams by responding to their needs and requests
Provide review and oversight for proposed annual community budgets submitted by the Finance Team and ensure budget review and approval is conducted at a community meeting not later than November of each year
Provide final approval of additions, alterations or improvements in owner units reviewed by the Buildings Team, per CC&Rs
Authorize sanctions for individual community members who do not meet financial obligations to the community, as recommended by the Finance Team
Respond to issues of community members who are not conforming with community policies
Manage allocation of parking spaces among residents
Ensuring timely communication of reports and information to the community at large
Publish Steering Committee meeting minutes after every meeting
Encourage community member attendance of Steering Committee meetings, including advance communication of planned meetings
Schedule and hold community meetings at least quarterly
Establish and oversee guidelines for community decision-making
Observe guiding principles
Make decisions at the appropriate level
Seek community input
Engage the entire community in decision-making when appropriate
Ensure all team charters are reviewed and updated if necessary, at least once every three years, and that any changes to team charters are approved by the community.
